People who have guide dogs are the ones who tell the dogs where to go. The dog does not memorize routes or lead his/her owner to places. The owner memorizes the routes and tells the dog where to take them.
The purpose of a guide dog is mostly safety. The person who is blind instructs the dog to go forward, left, right, stop, etc. The dog, in return, will obey its owner and stop to alert the owner of any possible dangers. For example, guide dogs will stop at street corners without the owner’s command. Then, the owner tells the dog whether to turn or continue going straight after the owner determines (by listening to traffic) it is safe to do so. If there is an obstacle in the path, say a tree branch or a discarded backpack, the dog will guide his/her owner around the obstacle or the dog will stop and wait for instruction from the owner to turn or go around. (Sometimes the owner needs to reach out a hand to determine what may have caused the dog to stop.) No matter how well-trained these guide dogs are, they do not control the free-will of the owner who uses the dog.
