Are animal control/animal rights laws stricter in the UK? and is Chocolate really toxic to dogs?

In the U.S.A., most surely nothing would have happened. (This also, by the way brings up the question of is it a myth that chocolate is toxic to dogs, because it sure didn’t kill this dog)

a man who strangled a kitten and put it in the freezer will go to jail. In the U.S.A., that man would have probably got a $500 fine.

Well it looks like you answered your own question. Yes, I believe they’re stricter, if only for not thinking that a dog who has a tail or ears docked is a better specimen.

Chocolate can kill dogs. Does it always? Nope. Is it good for them? Nope!
